In a large sauté pan, brown the ground beef over medium heat for 7-10 minutes.
Add the onion and garlic to the ground beef and cook for another 3 minutes until the onion is softened.
Toss in the habaneros, carrots, green peas, and potatoes. Mix with the ground beef and cook for another 3-5 minutes.
Add the tomato sauce, water, soy sauce, fish sauce, and pepper to taste. Stir to combine. Cover the sauté pan and reduce to medium-low heat. Simmer for 15 minutes or until the potatoes are just cooked.
Season with additional pepper or fish sauce to taste. Enjoy!
