In a large sauté pan over medium heat, add the butter. Once melted, add the ground beef and brown. Drain if needed.
Add tomato sauce, garlic, sugar, paprika, cayenne pepper, salt and pepper to taste to the pan. Cover and simmer over low heat for 20 minutes.
In a medium bowl, fluff the cream cheese with a fork. Once fluffy, stir in the sour cream and green onions. Combine well and set aside.
Preheat oven to 350°F. Spray nonstick spray on a 9×13 casserole dish. Layer the ingredients starting with the ground beef mixture, fettucine noodles, cream cheese mixture, cheddar cheese and parmesan cheese. Sprinkle with additional paprika to taste.
Bake for 25-30 minutes until bubbly. Serve immediately. Enjoy!
