Have the steak rest on the counter for 20-30 minutes to bring to room temperature and pat dry. Massage with salt and pepper. See note below.
In a LARGE, wide-based pan add olive oil and minced garlic over medium heat. Continue to stir the garlic for 3 minutes or until browned. Remove the garlic bits from the pan and set aside.
Increase the heat to high and add the steak to the pan. Make sure there is enough room in the pan, or it will steam. Sear each side of the steak for 2-3 minutes on each side.
Mix together the Worcestershire sauce, soy sauce, oyster sauce, and red chili flakes while the steak is searing. Add the sauce mixture to the steak and lower to medium-high heat. Stir regularly for 4-5 minutes until desired liquid level is achieved.
Finish the steak with the diced butter and stir to coat. Garnish with the fried garlic bits and chopped green onions. Enjoy!
